I met Irina Khalay during a memorial ceremony on Dubrovka a few years ago. She is one of those people who will not make peace with the existing order. With inexhaustible energy, Irina was seeking to legitimize in Russia the legal status of ‘victim of a terrorist attack’, including social security, care and treatment for victims, fair trials, passes for affected children to see the Moscow Christmas tree lighting ceremony, and much more. In Moscow in October of last year she greeted me with these words: “There will be a conference in Tilburg this March on international standards for victim assistance. We made the proposal in Vienna that they adopt standards of care for victims of terrorist attacks, so we have got to go there!” Due to circumstances beyond my control I was unable to participate, and Irina made it there as the only Russian representative. Below is her story about how the conference went.

Of the 85 minutes on the tape (from the committee to Putin), only the first two are devoted to those three terrible days in September of 2004, and these were just those pictures that where seen around the world. There were no words, no tears, and no demands, just pictures and music. The mothers of these murdered children do not want their children to be in the spotlight once again, or their families and their emotions. They just want to know the truth about the CAUSES of this calamity. It turns out, however, that, besides the mothers, no one is interested. The material presented is really not a movie at all. It is a montage, or, as they say in television slang, ‘synchronous’, and has dialogue from the trial of the only terrorist captured alive. Comments (1) | Views: 7493 | E-mail |

By covering up the causes of the tragedy, the state turns a victim into an executioner Susanna Dudiyeva brought this letter to the editorial desk. It is about revenge. How is the Kaloyev case connected with the Beslan tragedy? Perhaps the connection is in the consequences that may or may not occur, and the question about the conditions under which a primitive lust for revenge grows within a man. Read Dudiyeva’s letter, she writes about this, and our readers on the Internet have also discussed it frankly. The release of V. Kaloyev (ed: the Ossetian native who traveled to Switzerland in 2004 to kill the air traffic controller he felt was responsible for the 2002 mid-air collision that killed his family) and his homecoming is one of the most talked about topics these days. In Russia, and not only there, the topic is like family, because for families children are the main priority, and are that which is truly sacred and priceless. Vitaly Kaloyev’s act rallied families and raised the bar of men’s responsibility towards their children, and the state’s responsibility towards its citizens.
